A familiar phone, a different mast
Direct-to-device technology lets a standard mobile handset communicate with satellites using spectrum associated with a mobile operator. A phone could send a message or reach a service beyond the coverage of ground-based masts. Ofcom finalised key authorisation decisions in December 2025 and made licence-exemption regulations in 2026. It also approved a licence variation enabling VodafoneThree to provide services in the 900 MHz band.
A safety net before broadband
A satellite covers a wide area but has limited capacity compared with a dense terrestrial network. Early offers are therefore likely to emphasise texts, emergency contact and modest data rather than continuous high-definition video. Performance depends on the constellation, phone, operator agreement and a usable view of the sky. Buildings, terrain and congestion still apply. The service is a new layer, not a guarantee of coverage everywhere.
The British use cases
Remote roads, farms, coastal communities and outdoor work could gain a fallback where another mast is difficult. Resilience during storms or local infrastructure failures may be equally important. Ofcom is separately considering more spectrum for connectivity on UK ships and aircraft. Consumers should check supported messages, coverage, roaming and emergency behaviour. Direct-to-device does not remove the need for terrestrial investment; its value is filling gaps that a national average cannot see.
